In our 3D CAC Advocacy and Social Justice and Public Safety efforts, we work towards promoting policies that promote equality, justice and public safety, and the well-being of all community members in Washington, DC. We advocate for social change, address systemic inequalities, and work towards creating a safer and more inclusive community for everyone.
3D CAC’S Public Safety practices and services helps to prevent violence by setting focused and strategic enforcement priorities, advocating for policies and supporting legislation, creating educational initiatives, fostering ongoing prevention strategies and effective deterrence methods, enforcement collaboration with law enforcement, and supporting legal efforts while measuring the results.
3D CAC is located in the 3rd Police District of Washington, DC and the Chair is charged with providing the 3rd District Commander with a Community Action Plan and recommendations from the community on the public’s safety problems and police service needs.
3D CAC hosts Regular Public Safety Leaders Meetings at the Third District MPD Police Station on the last Thursday of each month which allows residents, DC Agencies, Elected Leaders and Business Owners to meet and discuss police-related issues with the district commander. The meetings also provide an opportunity for police officials to assess the impact of their crime-fighting efforts on the community.
In addition to the 3D CAC Public Safety Leaders Meetings the 3D CAC Chair is on the Chief of Police’s Citizens Advisory Council and provides the Chief of Police with input and advice on matters affecting the entire Department.
3D CAC’s goal is to make our city a safer place for all us to live, work and visit.

Dear Third District Residents, Business Owners, PSA Block Captains, Civic Leaders, Faith Leaders, Youth Advocates, and Community Partners,
This month’s 3D CAC Public Safety Leaders Meeting comes at an important and urgent moment for our community.
Over the past several weeks, residents and businesses have raised serious concerns about public safety conditions in and around the Florida Avenue NW, U Street, 13th Street, 8th Street, 9½ Street, and surrounding Third District corridors. The recent Florida Avenue NW shooting, the teen stabbing near 14th and U Streets NW, juvenile-related incidents, questions about curfew enforcement, and ongoing summer safety concerns remind us why consistent community communication and public accountability matter.
On Thursday, June 25, 2026, at 7:00 PM, 3D CAC will convene our monthly Public Safety Leaders Meeting as a Third District Incident Briefing and community safety discussion.
Both Commander Sean Connors and I will be present to address the community directly, provide available updates, hear concerns, and respond to questions from residents, business owners, PSA Block Captains, and public safety partners.
This meeting is not simply a report-out. It is a space for community concerns to be placed on the record, for residents and businesses to receive timely information, and for all of us to help shape next steps for a safer and more connected Third District.
Why This Meeting Matters
Summer public safety requires preparation, coordination, prevention, and accountability.
As activity increases across our commercial corridors, residential blocks, nightlife areas, parks, transit locations, and community gathering spaces, we must stay organized and informed. Public safety is strongest when residents, businesses, Block Captains, civic leaders, faith partners, service providers, and MPD are communicating clearly and working together.
The Third District is diverse, active, and deeply connected. Our residents, young people, seniors, workers, visitors, and businesses deserve to feel seen, heard, protected, and supported.
This month’s discussion will focus on immediate incidents, summer safety conditions, corridor concerns, youth curfew enforcement, and the role of community partnership in prevention and response.

• Florida Avenue NW shooting — community briefing and Q&A with Commander Connors
• Third District crime data and summer safety conditions
• 8th Street and 9½ Street NW patrol updates and corridor concerns
• DC Pride and Juneteenth — community debrief and public safety lessons learned
• Youth curfew enforcement and the permanent law effective July 16, 2026
• Block Captain observations and resident concerns
• Business corridor safety and public accountability
• Questions from residents, civic leaders, and public safety partners
Key Community Questions
As Chairwoman and Public Safety Director, I want to make sure our community has the opportunity to ask direct and meaningful questions, including:
• What is the current status of the Florida Avenue NW shooting investigation?
• Were the June 21 incidents connected or separate?
• How is the Third District responding to the Florida Avenue / U Street corridor this summer?
• What should residents and families know about juvenile curfew enforcement?
• How can Block Captains, businesses, clergy, and community partners help prevent escalation?
• What additional coordination is needed between MPD, District agencies, businesses, and residents?
These questions matter because they are connected to real people, real neighborhoods, and real community conditions. Behind every incident is a family, a block, a business, a witness, a young person, or a resident who wants to know what happens next.
