In our 3D CAC Advocacy and Social Justice and Public Safety efforts, we work towards promoting policies that promote equality, justice and public safety, and the well-being of all community members in Washington, DC. We advocate for social change, address systemic inequalities, and work towards creating a safer and more inclusive community for everyone.
3D CAC’S Public Safety practices and services helps to prevent violence by setting focused and strategic enforcement priorities, advocating for policies and supporting legislation, creating educational initiatives, fostering ongoing prevention strategies and effective deterrence methods, enforcement collaboration with law enforcement, and supporting legal efforts while measuring the results.

A Message from Chairwoman Karen Gaal
Dear Third District Champions and Neighbors,
Over the past month, our community experienced unprecedented federal law enforcement operations. The intensive surge phase has ended, but critical questions about accountability, community safety, and our rights as DC residents remain.
As your Chairwoman, I’ve heard from hundreds of you during this challenging time. Parents concerned about heavy enforcement near schools. Business owners worried about economic impacts. Families who experienced direct contact with federal agents. Community members celebrating crime reductions while questioning the methods used.
Your experiences matter. Your questions deserve answers. Your voice must be heard.
Judge Jeanine Pirro, U.S. Attorney, will join Commander Connors and Myself on Thursday evening for an open dialogue about what happened during the surge operations and what continues in our community.
What We Need to Discuss
The numbers tell part of the story: 2,300+ arrests, 225+ gun seizures, ongoing federal presence through November. But we need accountability that goes deeper than statistics.
We also face threats to our community’s right to govern itself. Fourteen Congressional bills currently threaten to override DC’s local authority on criminal justice matters proposals that could fundamentally change how justice works in our neighborhoods.
Why This Matters
For 44 years, 3D CAC has served as your official voice in police accountability. This moment feels particularly crucial. Federal operations of this scale in DC neighborhoods are unprecedented. Congressional threats to DC autonomy are escalating.
Real accountability happens when community members show up, ask hard questions, and demand transparent answers. Thursday evening is our opportunity to practice that accountability together.
Your Participation Makes the Difference
The meetings where residents show up are the meetings where real change happens. Whether you come in person, join virtually, ask questions during the meeting, or submit them in advance your participation sends a message that this community expects transparency and accountability from all law enforcement. That accountability starts with us, and it starts Thursday evening.
If you cannot attend but have experiences or questions for the meeting, email us at 3DCACDC@Gmail.com. Anonymous submissions welcome.
