In our 3D CAC Advocacy and Social Justice and Public Safety efforts, we work towards promoting policies that promote equality, justice and public safety, and the well-being of all community members in Washington, DC. We advocate for social change, address systemic inequalities, and work towards creating a safer and more inclusive community for everyone.
3D CAC’S Public Safety practices and services helps to prevent violence by setting focused and strategic enforcement priorities, advocating for policies and supporting legislation, creating educational initiatives, fostering ongoing prevention strategies and effective deterrence methods, enforcement collaboration with law enforcement, and supporting legal efforts while measuring the results.
3D CAC is located in the 3rd Police District of Washington, DC and the Chair is charged with providing the 3rd District Commander with a Community Action Plan and recommendations from the community on the public’s safety problems and police service needs.
3D CAC hosts Regular Public Safety Leaders Meetings at the Third District MPD Police Station on the last Thursday of each month which allows residents, DC Agencies, Elected Leaders and Business Owners to meet and discuss police-related issues with the district commander. The meetings also provide an opportunity for police officials to assess the impact of their crime-fighting efforts on the community.
In addition to the 3D CAC Public Safety Leaders Meetings the 3D CAC Chair is on the Chief of Police’s Citizens Advisory Council and provides the Chief of Police with input and advice on matters affecting the entire Department.
3D CAC’s goal is to make our city a safer place for all us to live, work and visit.

Dear Third District Neighbors and Partners,
THE NUMBERS ARE IN. HERE IS THE FULL PICTURE.
The Third District recorded 748 incidents between December 18, 2025 and March 18, 2026, compared to 1,043 during the same period last year. That is a 28.3 percent reduction in overall crime. It is real progress, and it deserves to be named.
It is also only part of the story.
Robbery is down 63.7 percent. Motor vehicle theft is down 59.2 percent. These are significant, measurable gains for the people who live and work in this district.
At the same time, Assault with a Dangerous Weapon moved from 24 incidents to 25 – the numbers are essentially flat. The violence that remains is more weapon-involved and more serious than it was a year ago. Sixty percent of all weapon assaults in the Third District are concentrated in just two PSAs: PSA 302 and PSA 304. One two-block stretch on 14th Street accounts for more than 10 percent of all district crime.
Both realities are true at the same time. Both require our full attention. That is the conversation 3D CAC is bringing to the table on March 26th.
WHAT 3D CAC IS BRINGING TO THE TABLE
At this month’s 3D CAC Public Safety Leaders Meeting, I am presenting the following formal briefing requests to Third District Leadership:
1. A corridor-specific crime briefing covering 14th Street, U Street, Columbia Road, and 8th Street – including incident patterns, offense type distribution, and current and planned corridor strategies.
2. A full breakdown of the Theft/Other category – what types of theft are producing 448 incidents, including retail theft, street theft, package theft, and other recurring forms.
3. A full ADW pattern analysis for all 25 incidents – weapon type, time of day, and location – with pattern observations from the command team.
4. A formal violence response plan from PSA 302 and PSA 304, which together carry 60 percent of all weapon assault incidents in the district.
5. A corridor stabilization strategy for PSA 302 and PSA 305, where 42 percent of all Third District incidents are concentrated.
6. Identification of the top repeat-victimization blocks and repeat-offender conditions observed in the last 60 days.
7. Documentation of the strategies driving the reductions in robbery and motor vehicle theft, so those approaches are preserved and sustained through any changes in personnel or leadership.
8. A committed follow-up review date at the next 3D CAC Public Safety Leaders Meeting in April 2026.
BOTTOM LINE
The Third District has made measurable progress and real work remains.
Total crime is down 28.3 percent. Robbery is down 63.7 percent. Motor vehicle theft is down 59.2 percent. These are real gains for real residents, and they deserve to be named in public, in front of this community.
The 3rd District is also still challenged by concentrated corridor-based crime, a theft burden that defines daily community experience, and weapon violence concentrated in two PSAs. The right conversation is not simply about lower totals. It is about whether the strategy matches the places, patterns, and harms that still define life in the Third District.
3D CAC will keep holding that standard.

We invite you to join your neighbors who have been making incremental changes in the problem areas in their neighborhoods. The 3D CAC Public Safety Task Forces work with the Mayor’s Office, DC Agency Partners and DC City Council representatives to address ongoing issues and provide oversight on how resources are being provided to the areas of concern. We meet with action plans to see that our neighborhoods receive credible cures to matters that often slip through the cracks.
