3D CAC Strategic Partnerships

Connecting trusted organizations, resources, and opportunities to strengthen our communities.

Partnerships are central to 3D CAC’s ability to connect residents, strengthen neighborhoods, expand access to resources, and create meaningful pathways to opportunity.

Our Strategic Partnerships bring together organizations that share our commitment to public safety, community engagement, preparedness, education, economic opportunity, health and wellness, accessibility, and the well-being of the communities we serve.

Through collaboration, 3D CAC connects residents, families, businesses, faith communities, veterans, young adults, and other stakeholders with trusted resources, specialized expertise, training, services, and opportunities that strengthen community capacity.

These partnerships allow us to extend the reach of our work while connecting people directly to organizations equipped to provide specialized assistance and opportunities.

Together, we strengthen networks, increase access, build trust, and create lasting connections that help communities thrive.

Our Partnership Approach

3D CAC develops partnerships that strengthen community capacity and connect residents with organizations possessing specialized resources, expertise, services, and opportunities.

Our partnerships may support areas including public safety, emergency preparedness, veterans and military families, youth and young adults, education, housing, health and wellness, employment and economic opportunity, transportation and infrastructure, accessibility, faith-community engagement, and resident leadership.

Each relationship is developed around areas of shared mission, community need, and the ability to produce meaningful connections and measurable community benefit.

Every partnership should have a clear purpose, defined value, and direct connection to the needs of the communities we serve.

Connecting Residents to Trusted Resources

One of the most important functions of our partnerships is helping residents identify where to go next.

3D CAC may identify a need through a community meeting, Block Captain, task force, neighborhood walk, resource fair, public-safety initiative, community partner, or direct resident engagement.

When an appropriate strategic partner has the expertise, services, or resources to assist, 3D CAC can help make that connection.

Our goal is to help residents move from awareness to access by connecting them with organizations equipped to provide meaningful support, information, services, training, and opportunities.

Interested in Partnering With 3D CAC?

3D CAC welcomes opportunities to collaborate with organizations whose missions, resources, expertise, and programs can strengthen the communities we serve.

We are particularly interested in partnerships that expand access to trusted resources, strengthen resident leadership, support public safety and preparedness, create educational and economic opportunities, and help connect residents with services that can make a measurable difference in their lives and neighborhoods.

Metropolitan Police Department

Public Safety | Community Policing | Crime Prevention | Resident Engagement

The Metropolitan Police Department (MPD) safeguards the District of Columbia and its residents and visitors through service, integrity, fairness, and a commitment to the sanctity of human life. MPD identifies strong relationships between police and neighborhoods, transparency, and neighborhood-focused policing as central to creating safer communities.

Through our partnership, 3D CAC and the 3rd District of the Metropolitan Police Department we connect residents, businesses, faith communities, neighborhood leaders, and public-safety officials through structured community engagement, information sharing, crime-prevention education, neighborhood problem-solving, and direct dialogue with Third District MPD leadership.

For more than 45 years, 3D CAC has served as the designated Citizens Advisory Council for MPD’s Third District, providing a structured bridge between the community and law-enforcement leadership.

Partnership Focus

  • Community policing and resident engagement
  • Public-safety education and crime prevention
  • Monthly Third District MPD and PSA-level public-safety meetings
  • Neighborhood safety concerns and problem-solving
  • Crime trends, community intelligence, and information sharing
  • Building trust between residents and law enforcement

How This Partnership Supports Our Community

The 3D CAC–MPD relationship creates a consistent pathway for residents and stakeholders to communicate directly with Third District leadership about public-safety concerns, emerging neighborhood conditions, and opportunities to strengthen safety.

Through district-wide Public Safety Leaders Meetings, Police Service Area engagement, task forces, neighborhood walks, Block Captains, and other community initiatives, residents can raise concerns, receive timely public-safety information, learn prevention strategies, and participate in solutions affecting their neighborhoods.

3D CAC also helps organize community-sourced information and recommendations so that neighborhood experiences and priorities remain part of ongoing public-safety dialogue.

This partnership strengthens community policing, transparency, public participation, crime prevention, and sustained trust between residents and law enforcement.

MPD Victim Services Branch — Victim Specialists Unit (VSU)

Victim Support | Trauma-Informed Services | Referral Navigation | Community Outreach

The Metropolitan Police Department’s Victim Services Branch provides specialized support, information, advocacy, and resource connections for individuals and families impacted by crime. The Branch includes the Victim Specialists Unit (VSU), Family Liaison Specialists Unit, and Community Outreach. MPD’s Victim Specialists help individuals navigate the aftermath of victimization and connect with appropriate services and resources.

Through our partnership, 3D CAC and the MPD Victim Specialists Unit strengthen the pathway between residents affected by crime and professional victim-support services. 3D CAC helps identify needs, provide trusted community connections, and facilitate appropriate referrals, while VSU provides specialized, victim-centered support and resource navigation.

Partnership Focus

  • Victim support and resource navigation
  • Trauma-informed services and referrals
  • Victim rights, education, and awareness
  • Crisis support and safety planning
  • Behavioral-health and counseling resource connections
  • Crime Victim Compensation and related assistance
  • Community outreach and victim-services education
  • Training and awareness for community leaders
  • Strengthening referral pathways between residents and professional victim-service providers

How This Partnership Supports Our Community

Experiencing crime can create immediate and longer-term needs that extend well beyond the initial police response. Residents may need assistance understanding their rights, navigating available services, identifying counseling or support programs, addressing safety concerns, or locating additional resources.

MPD victim-assistance services help crime victims locate victim-service programs, support groups and mental-health counselors, obtain assistance with applications, and address quality-of-life issues that may arise following victimization.

Through its neighborhood relationships, public-safety meetings, Block Captain network, Public Safety Ambassadors, task forces, community outreach, and direct resident engagement, 3D CAC can help residents recognize when specialized victim services may be appropriate and connect them with MPD’s Victim Specialists Unit.

The partnership creates a trusted bridge between community-based engagement and professional victim support. 3D CAC does not replace victim-service professionals; rather, we help residents identify and access the appropriate services when support is needed.

The Victim Specialists Unit includes professionals with experience in victim advocacy, trauma-informed care, crisis intervention, safety planning, case management, community engagement, reentry, and justice-system navigation.

Together, this partnership strengthens victim support, access to resources, trauma-informed community response, public awareness, trusted referrals, and the connection between public safety and individual recovery.

Mayor’s Office of Community Affairs (MOCA)

The Mayor’s Office of Community Affairs (MOCA) serves as a link between District residents, communities, and DC government. MOCA coordinates community engagement through its Cultural Affairs and Community Partnerships divisions, helping connect residents with government resources, strategic partners, volunteers, and services. Its Community Partnerships division includes the Mayor’s Office of Veterans Affairs (MOVA), with a specific focus on strengthening services and opportunities for District veterans and military families.

Through our partnership, 3D CAC and the Mayor’s Office of Community Affairs strengthen connections between residents, community organizations, and District government, with particular emphasis on our work with the Mayor’s Office of Veterans Affairs to expand veteran and military-family resource navigation, referrals, benefits access, community engagement, and continued service opportunities.

Partnership Focus

  • Veteran and military-family resource navigation
  • Direct referral pathways to MOVA programs and services
  • Veterans benefits and claims assistance
  • Community outreach and resident engagement
  • Government and nonprofit resource connections
  • Employment, education, housing, health, and supportive-service referrals
  • Civic engagement and continued community service
  • Cross-agency collaboration and community partnerships

Mayor’s Office of Veterans Affairs

A central component of 3D CAC’s relationship with MOCA is our partnership with the Mayor’s Office of Veterans Affairs (MOVA).

MOVA provides outreach, advocacy, information, benefits assistance, claims-processing support, and service-provider coordination for District veterans and their families. MOVA also assists veterans and family members with federal VA claims and benefits through District Veteran Service Officers and develops District-level programs designed to expand opportunities and support for DC veterans.

Through our established referral relationship, 3D CAC can connect veterans and military families identified through our community network with MOVA for appropriate benefits, claims assistance, services, and other resources. MOVA can also connect veterans seeking opportunities for civic participation, community engagement, leadership, and continued service with 3D CAC’s community-based infrastructure.

This creates a two-way pathway between government veteran services and neighborhood-level community engagement.

How This Partnership Supports Our Community

Residents often encounter needs that cross multiple systems—from public safety and housing to health, employment, benefits, transportation, family support, and community engagement.

MOCA helps strengthen the connection between communities and District government, while its Community Partnerships division mobilizes relationships, resources, volunteers, and strategic partners to support community initiatives. Veterans are specifically included among the communities served through that division.

For veterans and military families, MOVA provides a specialized pathway to resources that can include VA benefits and claims assistance, employment and education resources, housing support, health-related services, transportation resources, community programs, and connections to other veteran-serving organizations.

3D CAC helps extend that reach into neighborhoods by identifying veterans and families through our community engagement, Block Captain network, resource fairs, public-safety initiatives, partner referrals, and direct resident contact.

Together, the relationship strengthens government access, veteran advocacy, trusted referrals, resource navigation, community participation, and opportunities for veterans to remain connected and engaged in the District communities they call home.
