Neighbor2Neighbor DC by 3D CAC is about something simple and powerful: people getting to know people.
We are taking the conversation directly into our neighborhoods—meeting residents, businesses, community leaders, young people, seniors, veterans, faith communities, public-safety partners, nonprofit organizations, artists, entrepreneurs, neighborhood institutions, and the people who make Washington, DC feel like home.
Sometimes we are talking about public safety.
Sometimes we are talking about a neighborhood business.
Sometimes we are celebrating somebody who has served the community for decades.
Sometimes we are asking what needs to change.
And sometimes we are simply asking:
“Hey, Neighbor!!! What brings us together?”
There is no one kind of Neighbor2Neighbor conversation because there is no one kind of neighbor.

A Washington, DC Community Connection Model
Our Community Is Our Responsibility.
Created in 2000 by Karen Gaal, Neighbor2Neighbor DC is a relationship-first model for neighbor-to-neighbor check-ins, warm connections, informal gatherings, civic education, and leadership development. The model helps people know one another well enough to notice, respond, and remain connected before isolation becomes crisis.

Program Origin
Two connected parts of one founding vision.
The original handwritten record names both The Neighbor2Neighbor Program and the Neighbor2Neighbor Project Incubator. Together, they combine direct community connection with civic leadership development.
The Neighbor2Neighbor Program
Genuine neighborly relationships and compassionate care.
The direct community model centers casual check-ins, warm introductions, informal meetups, shared responsibility, and the practice of noticing when a neighbor becomes isolated or less visible.
Neighbor2Neighbor Project Incubator
Next-generation leaders connected to Washington, DC’s future.
The leadership-development model brings emerging leaders together for meaningful activities, civic education, reflection on leadership, targeted local initiatives, and connections between neighborhood influence and global relationships.

Learn names and contact preferences
Connection starts by knowing who lives nearby and how each person prefers to stay in touch.

A short call, text, greeting, or conversation can keep someone connected without feeling clinical.
Create warm introductions
Neighbors connect one another to people, activities, information, and useful resources.

Coffee, tea, resource sessions, beautification projects, and small meetups strengthen belonging.

Community members pay attention without labeling, investigating, or treating a neighbor as a case.

Founder-maintained origin
Karen Gaal creates the Neighbor2Neighbor DC model and the connected Project Incubator leadership concept.
Community Programming and DC Partnership
Community engagement and government agency partnership identifies Karen Gaal as Program Coordinator for the Neighbor 2 Neighbor Project and documents a 14-target neighborhood beautification effort with District and Council contacts.
Continuing public use
The model continues through Coffee and Tea with Neighbors and Neighbor2Neighbor DC Resource Sessions and Giveaways.
Structured adaptations
The Block Captain framework and 3D Safety Foundation stewardship strengthen training, consistency, safeguarding, evaluation, and specialized program development.
Historical record note: The 2000 -2025 documentation supports public use of the Neighbor 2 Neighbor Project name, assigned program leadership, defined partner roles, and coordinated neighborhood activity. The broader 2000 origin is preserved in founder-maintained program records and historical materials.
The Model Today
One philosophy carried forward through clear roles.
The original relationship model remains visible while structured programs add training, geographic coverage, backup leadership, safeguarding, and evaluation.
Neighbor2Neighbor DC
Provides the community identity and the core practice: learn names, stay connected, notice changes, make warm introductions, and follow up.
3D CAC Block Captains
Provides recruitment, training, block-level coverage, defined responsibility, backup support, reporting discipline, and consistent follow-through.
3D Safety Foundation
Operates, trains, safeguards, evaluates, and develops funded adaptations of the Neighbor2Neighbor model.
Veteran Neighbor2Neighbor
Applies the model to a documented gap affecting veterans, surviving spouses, caregivers, and military-connected households.
Program Development and Pilot Planning
Veteran Neighbor2Neighbor
Veteran Neighbor2Neighbor is a specialized adaptation of the Neighbor2Neighbor DC relationship model. It creates a voluntary, community-based pathway for veterans, surviving spouses, caregivers, and military-connected households who want an occasional check-in, a familiar community connection, information about gatherings, or a warm introduction to verified resources.
Participation is always opt-in. Veterans are not identified, enrolled, or contacted based on assumptions. No service history, deployment information, disability status, diagnosis, or military documentation is required.
The 3D Safety Foundation operates the program at the community level. The 3D CAC Block Captain framework supplies training discipline, assignments, backup coverage, accountability, and follow-through. MOVA serves as the veteran-resource, referral, and coordination partner within its authority and does not conduct or supervise community check-ins.
Veteran-Connection Endorsement
Veteran check-ins are not assigned automatically to every Block Captain. Block Captains and other trusted community members may complete additional training to become Veteran Neighbor Connectors. Endorsed connectors accept participant assignments, maintain the chosen contact rhythm, follow missed-contact procedures, make consent-based warm referrals, and participate in specialized supervision. Regular Block Captains may share information and make warm introductions without taking on an assigned veteran check-in role.
