Advancing Community Safety Through Public Voice, Public Trust, and Public Action

For 45 years, the Third District Citizens Advisory Council has served as an independent community advisory body, public safety partner, and nonprofit civic organization working to strengthen safety, trust, and accountability across Washington, DC’s Third District.

Our policy, advocacy, and accountability work is grounded in the lived experiences of residents, businesses, seniors, youth, faith leaders, returning citizens, survivors, families, neighborhood leaders, and community partners across PSAs 301–308.

3D CAC believes that public safety is not built by enforcement alone. It is built through prevention, transparency, community education, accurate data, responsible leadership, victim and survivor support, reentry pathways, crisis response, accountability, and sustained resident engagement.

This page serves as the central hub for 3D CAC’s public policy positions, safety education, legislative advocacy, public testimony, community accountability work, and issue-based priorities.

Advocacy Priorities

Community Safety and Violence Prevention

3D CAC advocates for public safety strategies that prevent harm before it occurs, strengthen neighborhood-level response, and support residents directly affected by violence, disorder, trauma, and unsafe conditions.

Public Safety Education

3D CAC provides residents, businesses, seniors, youth, Block Captains, and community leaders with practical safety education, preparedness tools, reporting guidance, and information that helps communities respond effectively and responsibly.

Justice and Accountability

3D CAC supports a justice system rooted in fairness, transparency, rehabilitation, accuracy, and public trust. We advocate for accountability at every level of the public safety and justice system.

Legislative and Policy Engagement

3D CAC engages with public officials, agencies, partners, and community stakeholders to support policy solutions that improve safety, strengthen services, reduce harm, and address the root causes of instability.

Data Accuracy and Public Oversight

Reliable public safety data is a community safety function. 3D CAC supports accurate crime data, transparent reporting, public accountability, and responsible follow-up from agencies and public safety partners.

Resident Voice and Civic Participation

3D CAC believes residents must have meaningful access to the public safety decisions that affect their blocks, corridors, schools, homes, businesses, and families.

3D CAC’s role is to help ensure that community voice is not treated as an afterthought. We bring resident concerns, public safety conditions, neighborhood data, agency follow-up, and lived experience into the spaces where decisions are made.
