Karen Gaal is a fifth-generation Washingtonian and lifelong Ward 1 resident whose leadership reflects more than three decades of civic engagement, public safety, emergency preparedness, program development, policy advocacy, organizational management and community systems building.

As Chairwoman and Public Safety Director of the Third District Citizens Advisory Council (3D CAC), Gaal provides strategic leadership for a resident-centered public-safety organization serving more than 180,000 residents across Police Service Areas 301–308 in Washington, DC.

Her leadership has helped strengthen 3D CAC as an interconnected community public-safety infrastructure bringing together residents, law enforcement, District government, public health and behavioral health, education and youth services, faith institutions, nonprofit organizations, businesses, veterans, military families, returning citizens and neighborhood leaders.

Gaal’s approach is grounded in the belief that public safety cannot begin and end with responding to incidents. Sustainable community safety requires prevention, preparedness, trusted relationships, trained residents, accessible resources, effective referral pathways, coordinated institutional response, government accountability and community capacity.

Her goal is not simply to solve today’s problem. It is to help build the people, partnerships and systems capable of addressing tomorrow’s challenges.

BUILDING COMMUNITY PUBLIC-SAFETY INFRASTRUCTURE

Under Gaal’s leadership, 3D CAC has developed and strengthened an expanding portfolio of resident-centered public-safety initiatives designed to move communities from participation toward capacity.

These initiatives include the Block Captain Program, Public Safety Ambassador Initiative, de-escalation training, Safe Passages, neighborhood task forces, emergency-preparedness initiatives, Pastoral Clergy Coalition, emerging-leader development, public-safety education, community resource and referral pathways, and Neighbor2Neighbor DC by 3D CAC.

Residents are not expected to become substitute police officers, social workers or government agencies.

This model transforms community engagement from attendance at meetings into usable neighborhood capacity.

VIOLENCE PREVENTION & MULTIDISCIPLINARY COLLABORATION

Gaal’s public-safety leadership includes advancing community-facing approaches to violence prevention, targeted violence prevention, de-escalation, situational awareness, emergency preparedness, stakeholder engagement, public-space management, referral systems and multidisciplinary intervention.

The work recognizes that preventing violence frequently requires coordination well beyond traditional law enforcement.

3D CAC works across a multidisciplinary network that includes law enforcement, public health and behavioral health, education, youth and family services, faith institutions, nonprofit organizations, businesses, returning-citizen services, veterans services, residents and District government agencies.

This infrastructure strengthens the community-facing side of prevention by helping residents and stakeholders recognize concerns, understand appropriate reporting and referral pathways, connect individuals and families with resources and support coordinated intervention before situations escalate.

The objective is not simply to respond more effectively after something happens.

It is to build the relationships, systems, knowledge and intervention capacity necessary to help prevent harm before a situation becomes a crisis.

EXECUTIVE, FINANCIAL & GRANT LEADERSHIP

In addition to directing 3D CAC’s public-safety strategy, Gaal provides executive leadership for organizational operations, program development, partnerships, grant administration and financial stewardship.

Her leadership includes management of an $850,000 annual operating budget, oversight of public and private grant resources, and a 100% grant-compliance record with zero audit findings across multiple concurrent awards.

Her grant-management experience includes more than $2.5 million in federal and local grants secured and managed.

Gaal also directs 3D CAC’s continuing public-safety program development and grant strategy. This work includes development of federal grant proposals, multi-year program budgets, project schedules, implementation plans, performance measures, evaluation frameworks and sustainability strategies supporting public safety, violence prevention, emergency preparedness, community engagement and resident capacity building.

3D CAC monitors and tracks national and District violence-prevention initiatives, federal funding priorities, emerging public-safety strategies and community needs to identify opportunities capable of advancing the organization’s strategic goals.

This includes grant-development work associated with multi-year federal funding opportunities valued at more than $1.5 million.

BUILDING PATHWAYS, NOT JUST PROGRAMS

A defining characteristic of Gaal’s leadership is the development of pathways connecting people with institutions.

Through 3D CAC’s relationship with the Metropolitan Police Department Victim Services Unit, residents can be connected with information, education, referrals and appropriate victim-support resources.

Through its relationship with the Mayor’s Office of Veterans Affairs, veterans and military families can be connected with benefits, claims assistance, behavioral-health resources and other services, while veterans interested in civic engagement can be connected with 3D CAC’s community leadership infrastructure.

Developing work with CORE DC reflects a similar philosophy for returning citizens: helping create pathways that extend beyond stabilization toward connection, belonging and community participation.

Safe Passages, Block Captains, Public Safety Ambassadors, faith-community engagement and other initiatives follow the same principle.

The objective is not simply to tell someone that a resource exists.

It is to help create a usable pathway between the person and the institution capable of assisting them.

POLICY, ACCESSIBILITY & GOVERNMENT ACCOUNTABILITY

Gaal’s leadership also recognizes that recurring neighborhood problems can reveal structural barriers requiring policy intervention.

Her disability-accessibility advocacy began with residents describing the difficulty of accessing parking near their homes and developed into a broader examination of disability-parking eligibility, medical necessity, affordability, government processes and equal access.

Through research, resident engagement, policy analysis, coalition building and advocacy, the issue moved from individual experiences to formal policy consideration.

That work contributed to examples like ANC Resolution 25-34, adopted December 4th, 2025,, addressing disability-parking policy concerns.

The work illustrates a broader leadership principle:

“When the same problem keeps happening to different people, look beyond the individual problem and examine the system producing it.”

For Gaal, accessibility is not simply a compliance issue. It is civic and economic infrastructure affecting whether residents can work, receive services, patronize businesses, attend appointments and participate fully in community life.

NEIGHBORHOOD STABILIZATION & PLACE-BASED PROBLEM SOLVING

Gaal’s approach to public safety is also intensely place-based.

Through 3D CAC’s neighborhood task-force structure, residents, businesses and government partners work together on persistent conditions that cannot be solved effectively by a single agency.

The 3D CAC Public Safety Tasks Force corridor initiatives, for example, has brought together public safety, behavioral-health response, sanitation, infrastructure, vacant-property concerns, rodent abatement, business conditions and resident services within a sustained problem-solving framework.

The approach asks more than:

“Who should we call?”

It asks:

“Who owns each part of this problem, who needs to be at the table, what has been promised, what has been completed and what still requires action?”

That is the difference between referring a problem and managing a system toward resolution.

EMERGENCY PREPAREDNESS, TRAINING & LEADERSHIP DEVELOPMENT

Emergency preparedness is a major component of Gaal’s public-safety philosophy.

Her FEMA CERT experience includes Train-the-Trainer, Program Manager and National CERT Trainer credentials, reinforcing her belief that communities should develop knowledge, relationships and response capacity before emergencies occur.

Her preparedness leadership has included training more than 300 community members in FEMA-certified emergency response procedures and helping strengthen community-level readiness and response capacity.

That philosophy extends into 3D CAC’s Block Captain development, Public Safety Ambassadors, emerging-leader initiatives, Safe Passages, de-escalation education and community preparedness work.

FAITH, TRUST & COMMUNITY SAFETY

Gaal’s community-safety model recognizes the important role trusted faith institutions can play in prevention, healing, referral, social justice and neighborhood stability.

Through the 3D CAC Pastoral Clergy Coalition, Gaal helps connect diverse faith communities with public-safety and community needs, bringing together leaders and institutions representing Islamic, Catholic, Jewish, Indigenous, Evangelical, Orthodox Christian and other traditions.

The Coalition’s work has included Community Safety Fairs and Prayer Vigils, Faith Ministry Walks and Counseling Groups, Interfaith Public Forums on Safety and Social Justice, and Intimate Partner Violence Prevention Programs.

For Gaal, faith institutions are not peripheral to community safety. They are often among the trusted places residents turn to before, during and after a crisis.

CIVIC INNOVATION — DC SAFECONNECT

Gaal’s systems thinking increasingly extends beyond programs and partnerships into civic infrastructure itself.

She developed the concept for DC SafeConnect, a proposed citywide network of modern street-based public-access stations designed to strengthen public safety, emergency connectivity, digital access, tourism, government-service access and neighborhood communication.

The proposed system reimagines the traditional public call box for a modern city, with envisioned features including direct 911 access, free U.S. calling, public Wi-Fi, device charging, interactive access to District services and maps, and digital displays supporting public-service information and communications.

DC SafeConnect demonstrates Gaal’s broader approach to civic innovation: identify where multiple community needs intersect and explore whether one scalable piece of infrastructure can address several of those needs simultaneously.
